Creates a new object representing the IBL file from which to create an import feature.

The return value must be passed to wfcWSolid::ImportAsFeat(pfcIntfDataSource_ptr, optional pfcCoordSystem_ptr, optional xbool, optional xrstring, optional xbool) to read from the file.
